What ORE actually is on-chain

ORE Network is an ERC-20 deployed on Ethereum, at contract address 0x4f640f2529ee0cf119a2881485845fa8e61a782a. That address, not the ticker ORE, is what uniquely identifies this asset: anyone can deploy a second token calling itself ORE, but the contract is unforgeable.
